Dear Members of the Tennessee General Assembly,
The 60 Plus Association is disappointed by the advancement of SB 2040 and the uncertainty it creates for Tennessee seniors who rely on stable, affordable access to prescription medications. While there is broad agreement that pharmacy benefit managers deserve greater scrutiny and that reforms should promote transparency and accountability, this legislation risks creating significant unintended consequences for older Tennesseans. Seniors are rightly concerned that sweeping market disruptions could lead to pharmacy closures, reduced consumer choice, interruptions in mail-order and specialty pharmacy services, and greater difficulty accessing the medications they depend on every day.
At a time when many Tennessee communities are already struggling with limited pharmacy access, policymakers should proceed carefully and ensure reforms strengthen — rather than destabilize — the healthcare infrastructure serving seniors, rural residents, and vulnerable patients. The concerns raised by employers, patient advocates, healthcare stakeholders, and community organizations deserve serious consideration. Meaningful reform should lower costs, improve competition, and protect patients without unintentionally reducing access to care or increasing uncertainty throughout the healthcare system.
There remains a positive path forward. Tennessee has an opportunity to pursue targeted, market-oriented reforms that address abusive practices, improve transparency, and support independent pharmacies while preserving access, continuity, and consumer choice for seniors. 60 Plus encourages lawmakers and stakeholders to return to the table and work collaboratively toward balanced solutions that protect patients first and ensure older Tennesseans continue receiving the care and medications they rely upon every day.
