Protecting Seniors. Protecting Choice. Keeping America’s Promises.
The 60 Plus Association, the American Association of Senior Citizens, is a nonpartisan seniors advocacy organization founded on free enterprise, limited but effective government, lower taxes, individual choice, and retirement security
For more than three decades, 60 Plus has advocated for protecting Social Security and Medicare, ensuring access to quality health care and affordable medicines, lowering taxes and energy costs, protecting retirement security, and defending seniors from policies that reduce their choices or threaten their financial independence.
Political debates surrounding these issues can produce misleading claims about what organizations such as 60 Plus actually support. Here are the facts.
SOCIAL SECURITY
WHAT 60 PLUS SUPPORTS
Protecting the Social Security benefits seniors have earned.
Americans spend decades paying Social Security taxes with the expectation that benefits will be there when they retire. 60 Plus believes Washington must honor that commitment.
60 Plus supports:
- Protecting the Social Security benefits earned by seniors and retirees.
- Preventing automatic benefit reductions caused by congressional failure to address Social Security’s finances.
- Ensuring Social Security remains financially sustainable for future generations.
- An accurate annual cost-of-living adjustment so inflation does not steadily erode seniors’ purchasing power.
- Honest discussion about Social Security’s long-term finances rather than using the program to frighten seniors for political
purposes. - The Social Security Guarantee Act of 2025, H.R. 6079, introduced by Rep. Tim Burchett, which would establish a
statutory guarantee of full Social Security benefits and provide for annual cost-of-living adjustments.
THE CURRENT FACTS
According to the 2026 Social Security Trustees Report, the retirement component of Social Security — the Old-Age and Survivors Insurance (OASI) Trust Fund — is projected to exhaust its reserves in 2032. At that point, incoming revenue would be sufficient to pay approximately 78% of scheduled OASI benefits absent congressional action.
When the OASI and Disability Insurance trust funds are presented on the commonly used combined basis, reserves are projected to last until 2034, after which approximately 83% of scheduled combined benefits would initially be payable.
That distinction matters. It is therefore no longer accurate to use older projections stating that the retirement trust fund will be depleted in 2033 or that the resulting shortfall would necessarily be 22% or 23%.
CLAIM: “60 Plus wants to cut Social Security.”
FALSE. 60 Plus is actively advocating legislation intended to do the opposite: guarantee full Social Security benefits.
H.R. 6079 is titled the Social Security Guarantee Act of 2025. Its stated purpose is to guarantee individuals the right to receive their Social Security benefits in full with an annual cost-of-living adjustment.
60 Plus believes ignoring Social Security’s financial problems is not the same thing as protecting Social Security. Without congressional action, current law and projected revenues will eventually be insufficient to pay all scheduled benefits.
Protecting Social Security requires addressing that problem — not pretending it does not exist.
MEDICARE
WHAT 60 PLUS SUPPORTS
Protect Medicare and make sure seniors can actually obtain the care Medicare promises them.
- Protecting Medicare for today’s seniors.
- Strengthening Medicare’s long-term financial viability.
- Preserving seniors’ ability to choose doctors, hospitals, pharmacies, medicines, and coverage.
- Competition among health plans and providers.
- Medicare policies that emphasize patient choice rather than government control.
- Protecting access to physicians, hospitals, and particularly rural and community health providers.
CLAIM: “60 Plus wants to end Medicare.”
FALSE. 60 Plus repeatedly and explicitly advocates protecting and strengthening Medicare.
Recognizing that Medicare faces long-term financial challenges is not advocating its elimination.
The 2026 Trustees Report projects that Medicare’s Hospital Insurance Trust Fund will be able to pay full scheduled benefits until 2033. 60 Plus believes policymakers should address Medicare’s long-term finances while protecting seniors’ access to quality care.
HEALTH CARE
THE 60 PLUS PRINCIPLE
Patients and doctors should make health-care decisions — not politicians, bureaucracies, insurance middlemen, or corporate monopolies.
60 Plus favors a health-care system built around:
- Patient choice.
- Competition.
- Access.
- Affordability.
- Transparency.
- Medical innovation.
- A strong doctor-patient relationship.
- Accountability for insurers, PBMs and other health-care middlemen.
- Market-based reforms where competition can reduce costs and expand choices.
CLAIM: “60 Plus opposes making health care more affordable.”
FALSE. 60 Plus explicitly supports policies that lower health-care costs, improve access to medicines and protect patient choice.
The disagreement is over how costs should be reduced.
60 Plus generally favors competition, transparency and accountability rather than centralized government price-setting or policies that restrict patient choices.
PRESCRIPTION DRUGS
WHAT 60 PLUS SUPPORTS
Seniors should not have to choose between groceries, housing and medicine.
- Lower prescription-drug costs.
- Lower out-of-pocket costs.
- Greater transparency throughout the prescription-drug supply chain.
- Holding Pharmacy Benefit Managers (PBMs) accountable.
- Ensuring negotiated discounts and rebates actually benefit patients.
- Competition from generics and biosimilars.
- Preserving access to medicines prescribed by patients’ physicians.
- Protecting America’s ability to develop new treatments and cures.
CLAIM: “60 Plus sides with pharmaceutical companies instead of seniors.”
MISLEADING. 60 Plus supports lower drug costs but rejects the premise that affordability and medical innovation must be enemies.
60 Plus has supported scrutiny and reform of PBMs and other middlemen when their practices increase costs, restrict pharmacy choice or prevent savings from reaching patients.
At the same time, 60 Plus opposes policies it believes could discourage investment in new treatments for diseases such as cancer, Alzheimer’s disease, heart disease and diabetes.
Our position is straightforward: lower today’s drug costs without sacrificing tomorrow’s cures.
MEDICARE FOR ALL / SINGLE-PAYER HEALTH CARE
WHAT 60 PLUS BELIEVES
60 Plus opposes replacing America’s pluralistic health-care system with a government-run single-payer system.
That does not mean 60 Plus opposes Medicare.
Medicare is a health-care program specifically serving seniors and other eligible Americans. “Medicare for All” generally refers to proposals to create a much broader federal single-payer system and replace or substantially displace existing forms of health coverage.
Those are different policy questions.
60 Plus supports protecting Medicare for seniors while opposing policies that would eliminate or severely restrict private insurance, employer-sponsored coverage, or individual health-care choices.
CLAIM: “If 60 Plus opposes Medicare for All, it must oppose Medicare.”
FALSE. Supporting Medicare for seniors does not require supporting the transformation of the entire American health-care system into a single federal insurance program.
60 Plus supports Medicare. 60 Plus opposes government-run single-payer health care. There is no contradiction between those positions.
MEDICAL INNOVATION
WHAT 60 PLUS SUPPORTS
Today’s seniors are living longer and healthier lives in significant part because of advances in medicine. Future seniors deserve even better.
60 Plus supports policies that encourage investment in:
- Alzheimer’s treatments.
- Cancer therapies.
- Cardiovascular medicines.
- Diabetes treatments.
- New vaccines.
- Biotechnology.
- Medical devices.
- Personalized medicine.
- Other treatments and cures for diseases that disproportionately affect older Americans.
60 Plus believes prescription-drug affordability reforms should be judged not merely by whether they reduce a price today, but also by whether they preserve incentives to develop tomorrow’s treatments.
PATIENT CHOICE
60 Plus believes seniors should have as much control as reasonably possible over their own health care.
That means protecting: Your doctor. Your hospital. Your pharmacy. Your health plan. Your medicine. Your decision.
Competition and choice should work for patients — not merely for insurance companies, pharmaceutical companies, hospitals, PBMs or government agencies.
TAXES AND RETIREMENT SECURITY
60 Plus believes seniors who spent a lifetime working, saving and planning for retirement should not be treated as an unlimited source of government revenue.
60 Plus supports:
- Lower taxes.
- Permanently repealing the federal estate tax.
- Policies that reward saving and investment.
- Protecting seniors living on fixed incomes from inflation.
- Reducing unnecessary government spending.
- Economic policies that protect the purchasing power of retirement savings.
ENERGY
Energy policy is a seniors issue. Higher electricity, heating, gasoline and transportation costs disproportionately hurt Americans living on fixed incomes.
60 Plus supports:
- Reliable energy.
- Affordable energy.
- American energy independence.
- Competition and innovation.
- An “all of the above” approach capable of providing dependable power while keeping costs manageable.
Seniors should never have to choose between heating their homes, buying groceries and filling their prescriptions.
WHAT 60 PLUS IS — AND IS NOT
60 Plus IS:
A seniors advocacy organization committed to free enterprise, lower taxes, limited but effective government, retirement security, patient choice, affordable energy, quality health care, and protecting Social Security and Medicare.
60 Plus IS NOT:
- An organization advocating the elimination of Social Security.
- An organization advocating the elimination of Medicare.
- An organization that believes seniors should simply pay more for prescription drugs.
- An organization opposed to health-care reform.
- An organization that believes corporations should be protected from accountability.
And 60 Plus does not believe acknowledging the financial problems facing Social Security and Medicare is an attack on those programs. Ignoring those problems would put seniors at greater risk.
THE BOTTOM LINE
Political opponents may disagree with 60 Plus about taxes, health-care regulation, prescription-drug policy, government spending or the proper role of government. Those are legitimate policy debates. But disagreement should not become misrepresentation.
